We change ours every month; sometimes in-between, no issues ... try again, or set up an
offline, non public "play" blog to test headers, posts and all kinds of things.
Tell momma, "Don't worry, be happy!"
She's very brave, you know. I'm afraid to mess with mine.

HAH, I saw that yesterday and thought it was mama being a bit clever, showing the lovely greenery behind!
On My Take bloggy, I had a similar issue arise a while back. I get around that now by making each new banner to the specific size of the dimensions I require (in my case that is 1290x400, though the depth might vary a fifty px either way) and do not use the 'shrink to fit' at all.

My settings are:
1200 pixels wide by 525-575 pixels high I set the resolution to 120 pixels/inch
When I save the header, I choose shrink to width. I believe this allows the header size to change for the different widths used by different browsers.
I had some major issues in January with headers and when I changed the Theme to simple all my problems went away (I did have to change the columns, etc).

Oh no on the header. I have no intentions of changing anything around on my blog any more so I don't have to worry about that. I'm sure you'll get it figured out.
